Try to skip school if you value your life.”The user finished the comment with a profane hashtag directed at the high school, then posted another one warning students “I don’t think you guys are gonna wanna hide at the 900s” apparently referring to a cluster of classrooms on the northern end of the school.The comment, which was posted sometime around 4 p.m. Saturday onto a March 22 post congratulating Bonita Vista High’s 2019-20 ASB officers, appeared to have gone unnoticed by authorities and school officials for nearly a whole day.About noon Sunday, Twitter user @AlbertTovar13 tweeted at the Chula Vista Police Department with a screenshot of the comment, which he said was taken by his son.The police department responded thanking the user and said the high school “will be addressing this concern as soon as they can.”  Around the same time as the Police Department’s response, the high school addressed the threat on its ASB Instagram page and its Twitter account. “This afternoon we were made aware of a possible social media threat to our school,” it said on both pages. “We are working with Chula Vista Police who (are) actively investigating this matter. Alaska Governor Wants Law To Limit OilWealth Fund Draws

But the House majority, composed largely of Democrats, and the GOP-led Senate have disagreed on what additional actions need to be taken. The amount was based on a draw equal to 5.25 percent of the fund’s average market value over the prior five years, according to the House majority. House Finance Committee Co-Chair Paul Seaton called that level of draw “sustainable on a short-time basis.” The House, as part of the operating budget it passed for the coming fiscal year, proposed taking $1.7 billion from fund earnings to help cover government costs and another $1 billion for the annual dividend check Alaskans receive from the oil-wealth fund. The agreement de-leverages the tech media company’s balance sheet by converting more than $428 million in funded debt to a new common stock and a new loan note not to exceed $57.5 million.As part of its bankruptcy protection, which was filed in March, Ziff announced that the group of senior secured note holders agreed to pay up to $24.5 million to fund the company’s operations during and after the Chapter 11 case. Facebook suspends Russiabacked pages targeting millennials

first_img Tags Share your voice Facebook has reportedly suspended three popular video pages designed to appeal to millennials after discovering the pages were backed by the Russian government. The pages, which Facebook suspended Friday, are run by Maffick Media, whose majority stakeholder is Ruptly, a subsidiary of Russia-backed RT, CNN reports. Facebook plans to contact the people running the pages and ask them to disclose their affiliations to get their pages back, CNN said. The move is unusual for Facebook, as it doesn’t require users to provide information about parent companies. But in an effort in increase transparency on the platform, Facebook has taken aggressive steps to identify covert government-supported information on its service. With more than 2 billion users worldwide, Facebook has been under pressure to reduce disinformation, hate speech and inauthentic behavior on the site. In 2017, the tech firm revealed it found evidence that Russians used the social network to meddle in the 2016 US presidential election and sow discord among Americans. Since then, Facebook has pulled down hundreds of accounts including some tied to influence campaigns by Iran. Facebook said that users shouldn’t be misled about who’s behind the pages they connect with. “Just as we’ve stepped up our enforcement of coordinated inauthentic behavior and financially motivated spam over the past year, we’ll continue improving so people can get more information about the Pages they follow,” a Facebook spokesman said in a statement. “For example, we’re now rolling out in phases an update to Pages with large audiences to include information about the primary countries they’re managed from. “Since this feature isn’t live yet for all, we’ll be reaching out to admins of these Pages to ask that they disclose this additional information and their affiliation with their parent company to get back on the platform,” Facebook said Maffick Media denied breaking Facebook’s rules. “We did not violate any of Facebook’s policies whatsoever. None of our content promotes disinformation or fake news,” the company said in a statement to its website Sunday. Disinformation has long been a part of Russia’s foreign policy strategy, and social media has allowed the trolling effort to expand on a viral scale. US intelligence agencies have warned Congress that these campaigns will continue in the future. Photo: UNBBangladesh is going to construct ‘border roads’ in hilly areas along the India-Myanmar border with a view to ensuring better security through improved road communications.The Executive Committee of the National Economic Council (ECNEC) on Tuesday approved a project titled ‘Construction of Border Roads’ involving over Tk 16.99 billion to this end, reports UNB.ECNEC chairperson and prime minister Sheikh Hasina chaired the meeting held at the NEC conference room in Dhaka.While briefing reporters after the meeting, planning minister AHM Mustafa Kamal said the road and highways department and the special works organisation of Bangladesh army have been given the responsibility to implement the project.The project will be completed in six upazilas of Khagrachhari, Bandarban, Rangamati and Cox’s Bazar districts by June 2021.The project will be implemented at Naikhongchhari upazila in Bandarban, Juraichhari, Borkol and Rajstali upazilas of Rangamati, Ukhiaupazila of Cox’s Bazar and Baghaichhari upazila of Khagrachhari.Out of the proposed 317-kilometre roads, some 40 kilometres will be constructed on the Ukhia-Ashartoli-Fooltuli route, 52 kilometres on the Sajek-Shildah-Betling, 95 kilometres on Sajek-Dokanghat-Thegamukh, and 130 kilometres on Thegamukh-Loitongpara-Thachhi-Dumdumia-Rajsthali route.Bangladesh has around 540 kilometres borders — 330 kilometres with India and 210 kilometres with Myanmar.On implementation of the project, border guards are expected to be able to ensure strict measures in hilly border areas, curb illegal drugs and arms smuggling through improved road communications.This project will also help expand trade and commerce, develop tourism facilities in hilly areas, facilitate marketing of agricultural products to boost economic activities and generate employment opportunities.The planning minister said 16 projects were approved today with an overall estimated cost of more than Tk 96.80 billion.Of the approved 16 projects, 12 are new while four are revised ones.last_img read more

If you know what you are doing, the likelihood of getting caught is pretty slim. And you can make a lot of money.Related: How Ad Fraud Ruins the InternetEarlier this year, a group of Russian hackers made between $3 million and $5 million a day with an elaborate digital ad fraud scheme called Methbot, according to White Ops, a digital advertising security company. The criminals created phony domains that looked like reputable publisher sites. They tricked ad exchanges into serving video ads on their fake pages and then used an army of bots to click and view the ads so they racked up income.That sure beats robbing a bank.As entrepreneurs, we have to be aware of digital ad fraud so we can spend our hard-earned ad dollars wisely, and securely. Many companies use affiliate marketing in that they pay sites to help them generate leads, traffic or even sales. Used properly, affiliate marketing can be very successful. In fact, more than 80 percent of brands use it, according to this infographic from Acceleration Partners.While most affiliate partners are above board, there are seedy players who will resort to shady tactics to make more money. Those dubious tactics are wasting entrepreneurs’ time and money and affecting the validity of the leads they are purchasing. Affiliates are paid a set fee for every filled-out form they generate. Sometimes, fraudsters fill out those forms using real contact info they find easily online, e.g., the Yellow Pages, White Pages, websites, social media, etc. The contact info is legit, but the person didn’t actually fill it out and isn’t interested in the offer.To protect themselves, many businesses send leads to lead-validation companies before calling on them. These vendors help clients sift through their leads, to determine what is worth pursuing. Often, validation companies don’t catch this type of fraud. Sometimes, it can even be much more.Insult to injuryAs if wasting your money purchasing and validating a phony lead weren’t bad enough, the damage for business owners doesn’t stop there. Because the validation company thinks the lead is legitimate, marketers’ next step is to call the person. There is nothing consumers like more than intrusive, irrelevant phone calls, right?. What a way to make a lasting brand impression…Calling people who didn’t submit their information also opens advertisers up to Telephone Consumer Protection Act (TCPA) compliance issues, which can result in time-consuming lawsuits and hefty fines. The TCPA is intended to protect consumers’ privacy by regulating how marketers can reach out to them. Even if a business uses a third party for its marketing outreach, it is still liable should that third party break the law.For business owners, the first step in protecting themselves from lead fraud is awareness. Many simply don’t realize how prevalent digital fraud is, or they rely solely on lead verification companies to protect them. Adopting the following important two-step process can provide additional protection:1. Analyze.Verifying contact information isn’t enough. Companies need to dive into the analytics and try to understand the environment in which a user’s information was shared. Consider factors like the location of the IP address and the behavior of the user before filling out the form. There are sophisticated analytic tools that can help, such as Mouseflow or you can work with a partner.2. Optimize.Savvy marketers are constantly analyzing and optimizing their marketing tactics, trying to spend more on what is working and less on what is not. When phony leads make their way through the process, marketers’ campaign optimization efforts can be compromised. Dollars end up going to these fraudulent, nefarious channels rather than where they would have done the most good.You need to spot these fake leads, trace them back to their sources and revise your affiliate network accordingly. Are certain partners generating mostly fraudulent leads? Stop working with them. Where things get tricky is when a source is generating a healthy mix of legitimate and illegitimate leads.Many businesses need all the leads they can get. Rather than removing the traffic source completely, they proceed to validate each individual lead and weed out the faulty ones. Pritzker on Tuesday signed a recreational marijuana legalization bill into law, paving the way for the creation of a potential $2 billion market with strong business opportunities.With the signature, Illinois becomes the first state in the country to legalize retail sales through its Legislature and the 11th overall to approve adult use. Pritzker’s signature was considered a fait accompli, since he had pushed legalization and announced his intention to sign the bill as soon as the legislature approved it in late May.“We’re also creating a $30 million low-interest loan program to create opportunity for entrepreneurs in the communities that deserve it the most (from the war on drugs),” Pritzker tweeted Tuesday. Experts believe Illinois’ social equity program, if successful, could become a blueprint for other MJ programs across the country.Marijuana Business Daily projects that the Illinois recreational program, which will launch Jan. 1, 2020, could generate up to $2.5 billion a year depending in part on how many tourists buy MJ products. Illinois is the second state in the Midwest to legalize recreational marijuana. Michigan voters passed a referendum last November that legalized recreational marijuana.The following are key business aspects to the Illinois measure:Existing medical marijuana license holders can begin adult-use sales on Jan. 1, 2020. Snapchats Legal Woes to Disappear After Reaching Settlement With the FTC

HPTN 075 study shows high risk of HIV infection among MSM and

(Editor)Oct 24 2018Researchers from the HIV Prevention Trials Network (HPTN) today presented results from the HPTN 075 Study at the HIV Research for Prevention (HIVR4P) conference in Madrid, Spain. The study evaluated the feasibility of HIV prevention research among men who have sex with men (MSM) and transgender women (TGW) in three countries in sub-Saharan Africa. Findings from the study showed participants were at an alarming risk for getting HIV. The incidence among study participants was substantially higher than the estimated incidence among heterosexual men and women in the general population in the same countries.”Several studies have shown the burden of HIV is quite high among MSM and TGW, but little is known about the rate of new infections, or HIV incidence, among these groups in sub-Saharan Africa,” said Theo Sandfort, PhD, HPTN 075 protocol chair and research scientist, HIV Center for Clinical and Behavioral Studies at the New York State Psychiatric Institute and Columbia University in New York. “The exceptionally high HIV incidence we found indicates an urgent need for increased access to HIV prevention approaches that consider all the factors that put this vulnerable population at such high risk.”Related StoriesHIV therapy leaves unrepaired holes in the immune system’s wall of defenseHIV DNA persists in spinal fluid despite treatment, linked to cognitive impairmentHIV persists in spinal fluid even after long-term treatment and is linked to cognitive deficitsA total of 401 MSM and TGW, regardless of HIV infection status, were enrolled at four sites in Kenya, Malawi and South Africa. Each participant was followed for 12 months, during which five study visits were conducted. These visits included interviewing participants about behaviors that may put them at risk for HIV infection, medical examinations and collection of blood samples. Of the 401 enrolled, 329 were HIV-negative at the time of enrollment. By the end of the study, 21 of them had become infected with HIV. This translates to an overall incidence rate of 6.96 per 100 person-years. Incidence rates differed substantially by study site: Malawi: 1.3; Kenya: 3.75; Soweto, South Africa: 8.97; and Cape Town, South Africa: 14.44.”HPTN 075 provides compelling findings that indicate an urgent need for further HIV prevention studies for men who have sex with men and transgender women in sub-Saharan Africa,” said Wafaa El-Sadr MD, MPH, MPA, HPTN co-principal investigator and professor of epidemiology and medicine at Columbia University in New York. “These studies must examine the realities in which these groups exist and develop integrated intervention strategies that are effective and feasible.””MSM and TGW in sub-Saharan Africa face distinct structural barriers to accessing HIV prevention and treatment,” said Myron Cohen, MD, HPTN co-principal investigator and director of the University of North Carolina at Chapel Hill Institute for Global Health and Infectious Diseases in Chapel Hill, NC. “The HPTN is poised to tackle these barriers as we prioritize this population in our prevention agenda.”last_img read more
